Howard “Howie” Liebengood, of Vienna, Virginia, 51, passed away on Saturday, January 9, 2021. Howie was born in Manhattan, Kansas on March 28, 1969 to Howard S. Liebengood and Deanna (Mickey) Liebengood. Beloved husband of Serena M. Liebengood, brother of John D. (London) Liebengood, Anne (Adam) Winters. He is also survived by his loving nephews, Harper Winters, John H. Liebengood, Henry Winters and niece, Genevieve Liebengood.



Funeral services will be privately held. In lieu of flowers, memorial contributions can be made in Howard’s name to the Special Olympics or Alzheimer's Association.

  3. My name is Pat Bryan, I was a good friend of Howie and his parents. From 1992 to 1997 I was one of Howie’s sponsors of his racing career and spent many hours and days with Howie and family at races around the country. His mom Dee and dad Howard spent hundreds of hours with stop watches keeping track of Howie’s position in the race. Like his parents Howie was a wonderful human being. I was reading the Washington Post Sunday morning when I discovered Howie had died, I was so distraught my wife thought one of our children had been in an accident. My son and I were planning on going to the Indianapolis 500 in May with Howie and Serena. I live in Leesburg and if John or Annie or Serena would like to talk or text my phone is 202-999-5854

  4. My prayers are with the family. When his family moved here from Tennessee, his Mom and I became good friends. So I watched all the children grow up. Howie was a wonderful individual and will be greatly missed. Thank you so much for your service to the US Capitol and the police force there. May all the memories of your life together sustain and comfort you going forward. May God be with you all.

  5. Deb and I are heartbroken. Howard always went out of his way to give back. I remember him taking the lead on managing the logistics at our first conference. He was a true servant leader. I am honored to have been his teacher and humbled to be a friend. The conversations, lunches and dinners, text messages and kind comments were always so appreciated. Howard was not just a student, he was a friend and colleague. His friendship was a gift I could never repay. I always learned more from Howard than I ever taught. He was a good man. We will miss him.

I lived 2 doors up the street from you and spent a lot of time at your house. I remember when I heard you all were moving to Virginia, I was so sad. I loved coming to your house. Your parents were great, and all of you were so well behaved. I have such fond memories of the time I spent with everyone in your family. I am so, so sorry for your loss. Many fun times when I would stay with y’all when your parents were out of town. Seeing you as an adult – racing cars and working on Capitol Hill – warmed my heart.   14. Stopping to talk to Howie on the way out of the office was a ritual, a good time, and a therapy. On bad days, he was always a smiling presence reminding you by example that a kind word to others is never a wasted moment. On good days, he was always up for a laugh even over something little. He was so kind to my family, especially my kids. I will deeply miss him.

  15. Howie was my student several years ago when he was preparing to apply to graduate programs. We got to know each other well over many tutoring sessions and stayed in touch even after his tests and applications were finished. He was such a kind and dear person. He was quick to smile and was so generous with his kindness to others. He was warm and sincere and the sort of person who just instantly put others at ease. I was heartbroken to see the news that he was no longer with us. I am so very sorry for your loss. He will be missed by so many people.

  17. Howie guarded the door closest to my office in the Russell Senate Office Building the last few years I worked there. He was always so friendly and warm. A couple times a week, I would linger at the security post for five or 10 minutes talking with him and his partner about our lives, politics, and whatever was going on in the world that day. He was a good guy. As I watched coverage of the riot, it was Howie and Chris who I was thinking of. I was heartbroken to learn of Howie’s passing. I’m so sorry for your loss. The photo here is one I took in December 2014 at a shift-change in USCP headquarters. Our office brought cookies to the officers every Christmas to show our thanks. My boss, Senator Chris Coons, is obscured in this photo, but is the one holding the tin. With the senator mercilessly and humorously egging him on (“come onnnnnnn”) Howie kept “reluctantly” taking more cookies from the tin.

  18. My heart is broken learning of Howie’s passing. All of us who worked for his father in the Sergeant at Arms Office still feel lucky that this family was part of our lives. Update lunches with Howie will be solely missed. I share those kind words and tributes of others on how special he was. Time will help with the pain of his loss, but we can take comfort in sharing the memories and smile remembering that wonderful Howie smile. My thoughts are with you during these difficult days.

  20. I will always remember Howie coming to Thetford house, always with such a broad smile and deep love for Dee and everyone who live and worked there. Just thinking about him brings me such a sense of love and joy. I have no words. I know he touched my life and I will think of him always with so much love.

  22. My deepest condolences on the loss of Howard. I didn’t know him, but I did know his father, my wife Carol and I worked with him on the Church Committee. I went on to work for the Senate Intelligence Committee for many years as a security official and often ran into Howard’s father when he was Sgt. at Arms. He was a wonderful man. I also worked closely with the Senate police force, and very much appreciate the work of its officers, and even more so now after the events of January 6. Again, my and my wife’s deepest condolences.   23. My condolences of the loss of Howie. A great friend all through high school, wrestling, etc. He always had a smile walking up to people and carried himself with class. A silent and strong leader who quietly left a positive impression on all the lives he has touched. Deeply saddened over his passing but know I was blessed to have him in my life.

  24. Anyone who had the pleasure to know Howie is heartbroken over his passing. I had the honor to coach Howie for 4 years as his wrestling coach. He was an outstanding wrestler and great competitor but even a better human being. His quiet leadership, tenacious work-ethic and dedication to his team and this sport were exemplary. His humor, upbeat attitude and kindness to all made him a everyone’s friend. It’s said that many people walk in and out of our lives, but true friends leave their footprints on our hearts.   25. Dear Sabrina and John, this is your dental hygienist from years ago at Dr Fitzmorris and Larose`s office, and Howards hygienist for the past 30 years! I`ve been thinking about both of you non stop and still trying to come to terms with the loss of Howie a few weeks ago. He was one of my very favorite patients and you guys by extension.   26. It was always great seeing him and talking with him on my way in and out of the Russell Building. He was a solid Capitol Hill officer, and I was very sad to hear about his passing. They don’t often get the attention, but it is people like Howie who make the Capitol a real working family.

  27. Howie was a very special man, a real blessing to all of us who work in Russell Senate Office Building and who got to know him over the years. He was warm and funny, engaging and positive to all who met him. To Serena, John and Anne, please know the entire Senate family was so saddened by the loss of this wonderful person who made so many of our days brighter.   28. I worked with Howie’s dad when he was Senator Baker’s legal counsel and when he was Senate Sergeant-at-Arms and was fortunate enough to be included in some of the yearly trips to the Indy 500. That’s where I first met Howie, who was 12 or 13 at the time. On the way to Indianapolis Howard made us all memorize the dirvers names, numbers and car colors. Howie pretty much bested the rest of us. He was a great kid who became a kind, wonderful man. I am still reeling from this loss. My thoughts are with all of Howie’s family and my memories are happy ones.

  29. I met Howie, his brother, grandfather, mother Dea when Howie’s dad Howard invited me and others to join them for the Indy 500. Howie was probably 13 or 14 years old and John a few years younger. We all had such a great time and I have incredibly fond memories of being with Howie and his entire family. (Anne must have been too little to join the trip). Serena, you, John, Anne and Howie’s entire family are in my heart and prayers. I am glad to have found this site so I could let you know. I worked for Sen. Howard Baker for a couple of years in the Capitol building, and Howie’s dad and his family were a bright spot in my experience there.
