Passed away on May 25, 2021 in Fairfax, VA. Born 9 January 1946 in New York. Educated at
Xavier High School and Fordham University. M.A. in National Security and Strategic Studies
from the Naval War College, Master of Military Art and Science from the Army Command and
General Staff College and Doctor of Philosophy in War Studies from the University of London
and a graduate of the Army War College. Associate of King’s College London.
Served in Vietnam 1968-71, as well as at Ft Bragg, in Mainz (Germany) and in London. A master
parachutist, he has UK, German and Cambodian parachute wings. Leaving active duty in 1974
and taking a Reserve commission, he served with the British Territorial Army, until he
transferred to Military Intelligence in 1980. He retired as a Colonel in 1997 and in November
2016 was inducted in the Fordham Military and New York City ROTC Hall of Fame.
Dr. Steers entered the Foreign Service in 1980. Served at US Embassies Berlin, Bucharest and
Chisinau and Consulates General Winnipeg and Yekaterinburg. Also served as Political Advisor
to the Commander SFOR/NATO in Sarajevo, Associate Professor at the United States Military
Academy, MFO Observer in the Sinai, Advisor with the US European Command in Stuttgart.
Department of State Award for Valor and a Superior Honor Award, Joint Meritorious Civilian
Service Award of the Chairman of the Joint Chiefs of Staff, Bronze Star with OLC, Air Medal with
Numeral 12, Vietnamese Cross of Gallantry with Silver Star, Gold Medal of the Polish Armed
Forces.
He leaves behind his wife, Ligia, of an old Transylvanian family, and his brother Jack (Maj., US
Army, retired) of San Antonio, Texas.
Funeral Mass will be held at St. Leo the Great Catholic Church, Fairfax, VA, on June 4th, 2021, at
3:30 pm. The wake will be on June 3rd, 2021, 6:00 to 8:00 pm at the Money & King Funeral
