Norma Margaret Payne, 77, passed away on Monday, April 10, 2017 at her home in Vienna, Va. Sister of Joan Hubbard (Lee). Also survived by many nieces, nephews, grand-nieces and grand-nephews. She was retired from the Department of the Navy after 48 years of service. The family will receive friends at the Money & King Funeral Home, 171 W. Maple Ave., Vienna, Va., on Tuesday, April 18th from 6-8 PM. Mass of Christian Burial will be celebrated on Wednesday, April 19th, 2017 at 10:00 AM at Our Lady of Good Counsel Catholic Church, 8601 Wolftrap Rd., Vienna, Va. Interment will follow at Fairfax Memorial Park.

  1. So sorry about Norma. Have good memories of her and her sweet smile. Jack and I send love and concern to all the family.

  2. Missing my friend and will miss our visits and talks. You were always special and I feel a great loss but I know you are at Peace now with Him.

  3. Norma was practically the first person I met when I went to work at the Pentagon in June of 1967. She was always willing to help anyone and was a good friend to anyone who knew her. We stayed in touch after her retirement, but eventually drifted apart. I do have many memories of our long friendship. Her love of family and beautiful smile is what I remember most. She was one of the nicest individuals that I have ever know. My heart-felt sympathy to her family.

  4. Norma has been the ideal next door neighbor for over 36 years. She was always pleasant and such a lady. I looked across her beautiful yard hoping to see her often, and it’s sad to know I wouldn’t ever see Norma waving to me again. May she rest in peace. My condolences.

  5. I’m sorry to hear about Norma. I knew Norma when I joined her staff with Assistant Secretary of the Navy (Research, Development, and Acquisition). Norma was my second mother. She had made me special birthday cakes that I died for each year. When I came back to work for Chief of Naval Operations in October 1996; she made me more Strawberry and Banana cream cake that melted in my mouth. It was hard not to shared. I lost contact when I moved to my next assignment in Norfolk. I always thought about her and wonder if she was doing okay. Rest in Peace Norma.
