On Monday, April 1, 2013 at his home in Vienna, VA. Beloved husband of Mary J. McGoldrick; devoted father of Andrew Charles Bavier (wife Heather) and Jessica Bavier Brook (husband Michael); brother of Stuart A. Bavier, John D. Bavier and the late Joyce Bavier MacMurray; loving grandfather of Matthew Richard Bavier and Frances Veronica Bavier.
In lieu of flowers, contributions may be made to support prostate cancer research at the Sidney Kimmel Comprehensive Cancer Center at Johns Hopkins University or Capital Caring Hospice where Richard volunteered for several years.

Dear Mary and Family, Steve and I send our deepest condolences on the death of your wonderful husband and father, Richard. Our prayer is that you will be comforted by your happiest memories of Richard and that the spirit of peace may rest in your hearts. One of our warmest memories of Richard is of him jogging down Kelly Square as he headed into Nottoway Park on one of his many vigorous runs. We sensed his intrepid spirit – and great heart. To Richard’s Family, I was very sorry to hear about Richard’s death. I knew Richard for many years while he worked at OMB. He was one of the smartest and kindest people I have met in DC. We were lucky to have him do a sabbatical at the Urban Institute just at the time we were developing a private, national survey. Dear Mary and family, I was saddened to learn of Richard’s passing. Richard was an outstanding colleague at the Office of Management and Budget who provided a unique resource to the institution. His expertise in the measurement of poverty and other social policy issues was a great asset to OMB as well as to Federal agencies and the research community at large. His legacy in that field will long survive him. My thoughts and prayers are with you all.
