Samuel H. "Bud" Talley of Chantilly, Va., died on Sunday, September 29, 2013 at the age of 82. Mr. Talley, a native of Syracuse, NY, had resided in Fairfax County since 1970. He was a former 31-year resident of McLean, Va. Mr. Talley earned his doctoral in Economics from Syracuse University in 1966. He also held graduate degrees in finance and business. During his career, he taught economics and finance at The University of Maine; served fourteen years at The Federal Reserve Board, first as a senior research economist and then as Assistant Director of Banking Supervision and Regulation. He later served as a resident consultant at the World Bank in Washington, DC.

During his life, Mr. Talley either worked in or toured more than 40 countries. He was a lover of classical music, patron of the arts and an avid reader of literature on economics, finance and public policy. Mr. Talley is survived by his wife of 52 years, Phyllis Romano Talley; his daughter Barbara Arnone; his son-in-law, Michael Arnone; and three grandchildren, Philip, Julia and Samuel Arnone. He also leaves several nieces and nephews and countless friends. Family and friends are invited to Mr. Talley's Life Celebration at Money and King Funeral Home, 171 W. Maple Ave., Vienna, Va on Friday, October 4th from 2-4 and 6-8 PM., where service will be held on Saturday, October 5th at 11:00 AM. Burial will be private. In lieu of flowers, please make donations to your local hospice.

  1. I am shocked and saddened to learn of Bud’s death. He was a wonderful man and I consider it a privilege to have known him through Postcomers activities. My sincere condolences to Phyllis and the family.

  2. Was a very giving ,honorable and wise man. I was looking forward to getting to know him better as our families will be united with the marriage of my son ,Joel, to his granddaughter , Julia. This is a great loss to us all. He was very knowledgeable and talented. The one occassion I had the pleasure to meet him was very inspiring. We will , as the song goes, have an ’empty chair’ and he will be dearly missed. We can’t fill the voids of the ones that go before us, especially with one so unique as he was. He waits for us now. What you can do for him is make your lives something that you will be proud to tell him about when you see him again. To him ,that will be in the twinkling of an eye. Joel’s Dad

  3. We were very saddened to learn of Bud’s passing. He would have had a good chuckle to know that his funeral directors had so fitting a name as Money and King. Bud’s life work, of course, was economics and finance- the macro study of money – and he was King,second to none, of all his many projects. Bud made significant contributions to the world in which we live and his family should be justly proud of all his accomplishments We regret we were unable to get together with him the past few years but we shall retain fond memories of all our past times together. Our deepest condolences to Phyllis and the family.

  9. Q: How did you meet Samuel?

    A: I met Bud or Sam in Moscow in the 90’s, when I was working as a consultant for the World Bank on a project involving the giving of advice to the Central Bank of the Soviet Union concerning banking supervision, as they were beginning to make reforms. I was an English lawyer and we worked together intermittently over a long period in Moscow. Our work there ended when the Soviet Union was dissolved and the Central Bank ceased to exist, becoming the Central Bank of Russia. Once, when I visited Washington, he met me and I had dinner with him and his wife. I remember him as a very kind, affable and intellectually aware person, with a great deal of knowledge relevant to our project. I found out only recently (9/22) of his death but I will not forget him.
