CAPT Victoria Germino Skinner, USNR Retired, passed peacfully surrounded by her family at George Washington University Hospital, Washington DC, on November 6, 2017. Victoria was born on March 30, 1952 in Manila, Philippines to Teofilo and Mercedes (Setzer) Germino. Victoria was a constant learner, who loved to travel to expand her knowledge. From her baccalaureate degree at the former Lone Mountain College, she continuously advanced her education culminating in a Ph.D. in Linguistics from University of California, Davis. Victoria began her military career by enlisting in the Army before attending Naval Officer Candidate School in Newport, RI, which began a lifetime of service to the US Navy. Victoria was serving on active duty with the Joint Chiefs of Staff at the Pentagon during 9/11. She retired from the Navy in 2012, but continued to serve her country as a management analyst for the Navy Installations Command at the Washington Naval Yard. Victoria was a devout Catholic, who stood strong in her faith and love of the Lord. She was a mentor and teacher to those around her. She was also an artist and an excellent baker and cook. Victoria is survived by her children, Teresa Castillo (Gary Castillo), Theodore Skinner (Kim Skinner), LT Anthony Skinner, USN, and by her sister Elvira Germino Hausken (Gary Hausken).

A memorial Mass will be held at Our Lady of Good Counsel in Vienna, VA on December 28, 2017 at 11:00 a.m. Inurnment will take place at a later date in Colma, CA. In lieu of flowers, contributions in memory of Victoria may be made to the Marianist Mission (https://marianistmission.marianist.com/donate.asp) or Navy-Marine Corps Relief Society (http://www.nmcrs.org/).

  2. I sincerely miss the best mentor I’ve ever had and my heart will forever be broken with sadness. Victoria, was my guardian angel and wind beneath my wings in many cases at work. .Not only was she smart, witty and strong-willed, she was gentle but stern and very protective of those she worked with and represented. Words seem inadequate to express how happy I am to have benefited from her life as a co-worker or her “lil grasshopper” as she sometimes called me. We laughed and joked, complained, and shared disappointments and I found strength in all those times because of how down to earth she was. She never looked down on anyone and she was always their to remind me of my blessings when I could not see them.

    To the family. Please accept my condolences and support to you as you begin your journey without Victoria. I share in your pain because death leaves a heartache no one can heal but love for her leaves a memory no one can steal when we think of her. Every day when I walk past her desk, a universe of gratitude fills my heart from having known and spent time with her. I cherish the life’s lessons and professionalism that she instilled within me. Tenderly, may time heal your sorrow and may God bless and keep you all safe until you meet again.

  3. I miss Victoria everyday! I loved hearing her talk about her travels and her background. Work is not the same without her! I am always thinking about her and I know she brought her pens with her to heaven to correct some documents! Rest in Peace!

  4. I miss Victoria dearly. My heart is filled with sadness. I will forever hold on to the memories we shared at work, lunch and church. She was truly a gem and an amazing mentor to me and others. I am so glad our paths crossed. She changed my life in so many ways. She positively imparted so much in my life and career. I will forever hold memories of her caring, kind, loving, and supportive nature. May God continue to strengthen you all with peace.

  5. It was an honor and a pleasure working with Victoria these many years. Her passing has left a void in the hearts of many who knew her. Her energy, compassion, and love for life is missed by so many both here at her work and in her family. She spoke so fondly of her wonderful family that brought smiles to all of us. We eagerly awaited her return from her travels to see the pictures and hear the stories of what she experienced. Always the educator, she took it upon herself the make sure everyone around her was better off at the end of the work day than when they started. I have been blessed both personally and professionally by working with Victoria. I’m certain that we will one day meet again.

  6. My deepest condolences for your loss. Victoria was a special presence at work – always the perfectionist and consummate professional. She will be missed on many levels, both personally and professionally. Neither of us was ever wrong which made the challenge of trying to prove such more enjoyable. Honor, integrity, and grace were hallmarks of how she approached her job. I loved her sense of humor, her love of her family, and her passion for her job. I will miss our friendly banter and the common life threads that we shared. I for one will never forget her and can’t resist a smile every time I think of her.
