On December 24, 2020, God called his faithful servant, Kathleen Victoria Tozer (aged 74), home to be with Him in Heaven.

Kathy was born on March 22, 1946, in Glen Cove, New York, daughter of the late William and Dolores McGovern and sister of Thomas McGovern. She graduated from Norview High School in Norfolk Virginia in 1964, and went to Marymount College, an all-women’s school in Tarrytown, New York, from which she graduated in 1968.

Kathy wed the late Jeffrey Charles Tozer in June 1968, who then spent the next year as an Army Ranger in the service of his country during the Vietnam War. Kathy and Jeff welcomed their first child in 1970 with the second following shortly thereafter in 1972. In 1976, Kathy gave birth to her third child, and, in the summer of 1978, the family moved into the house on Santillane Circle in the community of Wexford in Vienna, Virginia where Kathy would remain for the next thirty years. Kathy welcomed her fourth, and final, child into the family in 1980. Kathy’s mother and grandmother also lived with her in Wexford. For Kathy, she always enjoyed being around large groups of friends and family.

Kathy became a fixture in the close-knit Wexford community where she made many close and long-lasting friendships with her neighbors. Although not one to love the water, she thoroughly loved Cardinal Hill Swim & Racquet Club, which was in the neighborhood. Kathy immersed herself in every facet of her children’s lives, including sports, star gazing, scholastics, and dance recitals. She wore out two station wagons driving everyone around the Washington, D.C. metropolitan area

Kathy was proud of her four children: Michael David Tozer (wife Michelle); Timothy Charles Tozer (wife Sue); Vanessa Kathleen Roselle (husband Russell); and Steven William Tozer (wife Bethany). In addition to her four children, Kathy delighted in spending time with her ten grandchildren: Vicki, Jessica, Bill, Jake, Alexandra, Isabella, Annamarie, Andrew, Charlie, and Evvy. Kathy remained extremely close with her brother Tom, and was absolutely thrilled when he married Kim, bringing Paige (and, more recently, Paige’s husband Christian and their son Owen) into the family. Later in life, Kathy met Howard “Kelly” Fox with whom she developed a special friendship along with Kelly’s family and extended family.

Kathy’s strong faith grew ever stronger throughout her life. A member of the Christian Science Church in McLean, Virginia, Kathy devoted her life to following God’s word. She approached life and everyone she met through the lens of God’s unselfish love. She would often talk about how everyone was the same to her in her eyes because of her loss of vision. There was no white or black, or fat or skinny, or pretty or ugly to her. They were all God’s children and deserving of her love, which she freely gave to everyone without expecting anything in return. To know Kathy simply meant that she loved you.

Due to COVID restrictions, there are no funeral or viewing arrangements scheduled. Kathy’s final resting place will be at Arlington National Cemetery where she will be placed beside her beloved Jeff in the Columbarium. However, there is currently an approximately one-year waiting period on such inurnments.

In lieu of a contribution to a charity or other organization, the Tozer Family is simply requesting that people show one another the same unconditional love that Kathy displayed towards others. If we all live and love a little bit more like Kathy, then the world will be a kinder place.

  1. I’ve known you my entire life. You were the best friend to my mom, and a lot of wonderful childhood memories include you and your family. After my mom passed on, we began to speak regularly and your conversations helped me more than I can express. You were family to me and someone that always brought a smile to face. That will never change…everytime I think of you I will smile. Thanks for being such a loving and wonderful person. My sincere condolences to Michael Tim Vanessa and Steve along with their families. I feel like I still really know them from your stories – you sure loved your kids and grandkids. Rest In Peace Kathy. I know my mom is happy to be reunited with you. Love you

    • Ditto Sis. I miss our sweet mother everyday and I am only comforted to know that she is with her BFF Kathy Tozer. They loved each other so much. I miss them both with all my heart.
