Terrill Davisson Maynard (1944 – 2025)

Terrill Davisson Maynard, better known as Terry, 80, of Reston, VA died unexpectedly at Reston Hospital Center on May 26, 2025.

Terry was born in Seattle, Washington in 1944 to Gilbert and Jeanne Maynard, who raised Terry and his sister Marcia in Iowa. He attended the University of Iowa Lab School from preschool through high school before attending Grinnell College and ultimately transferred to and graduated from the University of Iowa with a BA Degree in Political Science and Economics.

After graduating, he made the decision to join the Navy through Officer Candidate School in October of 1966 and proudly served as a Communications, Navigator, and Administrative Officer on the USS John W Thomason from April 1967 through October 1969. He remained in the Naval Reserve through June 1971 in Chicago, Ill while studying at the University of Chicago and earning an MA degree in international relations. He furthered his education at the University of California, Berkeley, Haas School of Business and achieved a Master of Business Administration in 1980 while living and working in San Francisco.

After being honorably discharged from the Navy, Terry continued to serve his country and joined the Central Intelligence Agency in 1972 where he would proudly serve as an Intelligence Officer until retiring in July 2001. He served positions in three of the Agency’s four directorates, including senior executive leadership positions in the intelligence (analytical) and science/technology directorate. He was the recipient of the CIA Intelligence Medal of Merit and Distinguished Career Intelligence Medal, among many other awards presented both during his career and at his retirement ceremony.

Terry’s retirement came to an abrupt end in September 2001 when he returned to serve his country for two more years supporting senior executives at the National Reconnaissance Office in the post-9/11 homeland security crisis and eventually as the Assistant Administrator for Intelligence with the U.S. Department of Homeland Security, Transportation Security Administration. He was the first designated head of TSA’s intelligence office during the period of TSA’s creation and integration into the new Department of Homeland Security. He would retire from government service for a second and final time in the summer of 2003.

Terry’s post-retirement life started with enjoying summers at Deep Creek Lake, golfing, playing poker with great friends, and keeping his research and analytical skills busy working with and for the Reston Citizens Association where he held a seat on the Board of Directors from 2009 – 2014 while serving as Secretary. He concurrently served as Co-Chair of the Reston 20/20 Committee and administrator for its blog having written over 2,000 posts since its inception. He researched, analyzed and prepared reports on matters affecting Reston’s future development as a world-class planned community addressing issues affecting Restonians’ quality of life now and in the future.

Terry met the love of his life, Susan Marie Binney, in 1964 when she moved in next door to his parents’ home while he was in the process of transferring from Grinnell College to the University of Iowa. They met while Terry came home from a summer job working as a linesman and his mother introduced him to his new neighbor, Susan. They dated while Terry was a Junior and Senior at the University of Iowa and Susan was a High School Senior at City High in Iowa City, IA and then Freshman at the University of Iowa. They were married in between his first and second tour on December 21, 1968, while Susan was still a Senior at the University of Iowa.

After Terry’s honorable discharge from the Navy, he and Susan relocated to Chicago, IL where he was attending the University of Chicago while being a Naval Reservist and Susan was teaching at a local elementary school in the south side of Chicago. After graduation, he started his career with the C.I.A. and his first assignment was in San Francisco where they started their family.

John Gilbert Maynard was born on July 5, 1977, and Matthew Binney Maynard was born on February 19, 1979. The family of four moved to Reston, VA in 1980 where the kids were raised. Both sons went off to college and achieved college degrees. Matt moved back to northern Virginia where he married Kori Maynard on May 19, 2007. Matt and Kori have two children, Ava Katherine Maynard, 10 and Mason Xander Maynard, 2. Terry treasured his time with his grandchildren and loved being their Pop Pop. He attended as many of Ava’s soccer and basketball games as he could.

Everyone who knew Terry knew how much he loved getting together with the guys for poker night. He would even make special trips back to Reston from Deep Creek Lake to join his friends in the “high stake’s” poker nights.

Terry will always be remembered for his service to the country and his unwavering foundational support to his family. He is the rock for which the lives of his wife and sons are built upon. We’ll always imagine seeing him sighing and shaking his head or the double face and head rub when either of his sons would say or do something to get a rise out of him (it happened very often when the boys were younger). We couldn’t have asked for a better husband, father, and grandfather, and will miss Terry every day. His memory will live on in the hearts of all those who knew and loved him.

Terry was preceded in death by his parents, Gilbert & Jeanne Maynard and his sister, Marcia Readinger, and is survived by his wife Susan, sons, John and Matt, daughter in law, Kori and grandchildren, Ava and Mason.

Funeral Service is Friday, May 30, 2025, at Money and King Funeral Home at 2pm. There will be a reception held at 2217 Wakerobin Lane, Reston, VA after the Funeral Service for all who wish
to attend. A future date TBD for a Memorial Service will be held at his final resting place at Arlington National Cemetery for family. In lieu of flowers, donations to Garrett County Habitat for Humanity https://garrettcountyhabitat.org/ or Hart for Animals https://hartforanimals.org/ would be greatly appreciated.

  1. A special human being who served his country as a national security executive and made Reston a better place with his activism after retirement.
    We will miss him.

  2. Terry was an intelligent, kind, interesting person. He loved his family. He loved spending time with Sue at Deep Creek Lake.

    We had the pleasure joining them there to hike, golf, boat rides, and to hang out.

    Our family holiday gatherings or just getting together for lunch were always enjoyable.

    I remember one day walking around Deep Creek. A bear came between me and getting to the house. I texted Terry requesting assistance. He picked me up in his car and took me back to the house.

    Terry, I will miss you.

    My deepest condolences to Sue, John, Matt, Kori, Ava and Mason. You are all in my thoughts and prayers.

  3. Terry will always be remembered by the founding team of In-Q-Tel and the In-Q-Tel Interface Center as the Rock of Gibraltar. Without out his steadfast leadership of the QIC, In-Q-Tel would not be were it is today. I will personally miss him. He was an inspiration to everyone who had the opportunity to serve with him.

  4. Terry was one of Americas Greatest Generation. How badly we need men like him now. I’m sure his sons will continue to carry his legacy of love of country forward.
