Herk was born in Washington, D.C. on July 22, 1925 to Henry A. and Helen S. Latimer. He had a happy childhood in Bethesda, playing ball and building tree forts. He loved his brother Richard and sisters Eleanor and Helen. He remembered with tenderness how some of his neighbors suffered during the Great Depression and how his mother would often take baskets of food to the needy.

He attended the Naval Academy during World War II, earning a degree in engineering. He married Evlyn Hoyle Day in 1947 (later divorced.) Together, they had four sons, Richard, Randolph, Christian, and Clarke. Herk earned two post-doctorate degrees during their childhoods. He played a key role in evaluating Navy Sonar and Undersea Warfare Combat Systems.

Herk married Marjorie Cambern in 1968. They raised three children, Rebecca, Henry, and Caroline. He served for fourteen years on the PTA executive board of Kilmer Center, a school for the disabled, where he helped improve the quality of life for numerous youth. Many were able to "walk" with the aid of walkers for the first time and "talk" through facilitated communication because of Herk's efforts. He also served on the Human Services Council and continued to advocate for special needs programs while he was able.

Herk is survived by his wife Marjorie; siblings Eleanor Ramey, Richard Latimer, and Helen Horrocks; children Richard Latimer, Randolph Latimer (Cindy), Christian Latimer (Leslie), Clarke Latimer, Rebecca Jamison (Eric), Henry Latimer (Tina), and Caroline Latimer; as well as by fourteen grandchildren.

The viewing will take place from 6:00-8:00 p.m. July 8 at Money and King, 171 W. Maple Ave., Vienna, VA. The funeral will be at 10:00 a.m. on July 9 at the Church of Jesus Christ of Latter-day Saints, 1325 Scotts Run RD, McLean, VA with the burial to follow.
