Mrs. Hallahan was born in New York City and earned a Bachelor of Arts degree from the College of Mount Saint Vincent in Riverdale, NY.

Shortly after graduation, she married Robert Francis. Hallahan, a recent graduate of the United States Military Academy and married in July of 1948. As an exemplary Army wife Mrs. Hallahan moved their family to 11 different military posts both in the United States and Germany. While Col. Hallahan served his final assignment with the Joint Chiefs of Staff at the Pentagon, they settled in Vienna, Va., where they have lived to the present time. Mrs. Hallahan taught in grade school in New York City and Virginia then used her organizational skills to volunteer as a confidential correspondent in the Office Of Presidential Appointments and Scheduling for the twelve year period of the Reagan and H.W. Mrs. Hallahan was the consummate hostess. She found great pleasure in entertaining family and friends while serving epicurean masterpieces or at the piano as she treated guests to her extraordinary voice while playing show tunes.
